What is this object in New Ross street?

I saw this object in a street in New Ross when I was passing through.

The only logical thing I can think of is that it's for buskers to use for collection, but even then it doesn't look very accessible.

Anyone know?

We dropped a cent in it and could hear that it had some coins in it already.

is it a bollard that they can remove to temporarily allow traffic up a side street or something?! I don't know where it is so if there isn't a road beside it then that rules that out.... Maybe its someone's money box... clever! I might set up one

It's not a bollard, there are other bollards surrounding it.

An image of the spot I found on the internet:
The strange object is placed right where those black flower boxes are on the left.

And here's the streetview, the flowerboxes have changed since the picture above.
