new slatted tank

I have just put in a new slatted tank and it is now due to be back filled. However there is a hole in the tank where the builder I assume bolted the pan together.

There are a number of these throughout the tank but only one which he must have forgot to fill. There appears to be a plastic cap on the outside, of the ones he filled not sure what is on the inside.

Anyone know what these holes are filled with and where I can get a cap for the outside.

Problem is the builder is gone on holidays and I can't contact him.
