If it does not have any historical, political or legal basis why does it appear to be entertained by officialdom with the Lord Mayor (and who knows who else) attending it?

I couldn't tell you Victor, I'm not sure myself. The whole idea was forwarded onto me by one of the freemen type, and the only references outside of a few quirky newspaper reports are from their websites.
